Certificado como Coach por la International Coaching and Consulting
Network -ICCN-.
Maestro en Desarrollo Regional por El Colegio de la Frontera Norte (COLEF) y Licenciado en Ciencias
Políticas y Administración Pública por la Facultad de Ciencias Políticas y Sociales de la UNAM. Su
tesis de maestría fue reconocida como mejor proyecto de investigación del COLEF (2002), y su tesis
de licenciatura recibió dos menciones honoríficas: una por la UNAM (1997) y otra por el Instituto de
Investigaciones Legislativas de la Cámara de Diputados del H. Congreso de la Unión (1998). En 2019
se certificó como Coach Internacional Profesional por la International Coaching and Consulting
Network -ICCN-. Actualmente dirige DESCENTRA: Desarrollo y entrenamiento.
En Administración Pública Federal trabajó del 2013 al 2018 en el Instituto Nacional para el
Federalismo y el Desarrollo Municipal (INAFED) de la Secretaría de Gobernación, donde ocupó los
cargos de Coordinación del INAFED; Director General Adjunto de Apoyo al Desarrollo de los
Gobiernos Locales; Director de Desarrollo del Federalismo; y Director de Coordinación Operativa.
También en el Gobierno de la República fue enlace y jefe del departamento de Renovación
Municipal, en la Dirección General de Desarrollo Político de la SEGOB (1997-2000); y coordinador
de Comunicaciones de El Colegio de la Frontera Norte, A.C.,COLEF (2008).
En el ámbito legislativo fue asesor de la Comisión de Fortalecimiento del Federalismo de la LVIII
Legislatura de la Cámara de Diputados del H. Congreso de la Unión (2002-2003); y asesor externo
en la LXIII Legislatura de la Cámara de Diputados del H. Congreso de la Unión (2015- 2018), donde
contribuyó de manera significativa al contenido de la “Iniciativa con proyecto de decreto por el que
se modifican los artículos 73 y 115 de la Constitución Política de los Estados Unidos Mexicanos”.
Fue responsable de 4 seminarios nacionales de capacitación a autoridades municipales durante
2012 y del Contenido y Programa de las Conferencias Anuales de Municipios, CAM 2012 (Boca del
Río, Ver.), y de la CONAMM 2013 (León, Gto.)
En el ámbito académico fue Secretario Ejecutivo de la Red de Investigadores en Gobiernos Locales
Mexicanos, A.C.IGLOM, la red académica que aglutina a los investigadores más destacados del país
en materia de federalismo, descentralización, gobierno y administración pública.
Es catedrático de la Facultad de Ciencias Políticas y Sociales de la UNAM desde 2006 y ha sido
ponente y conferencista en México en más de 30 congresos y eventos sobre gobiernos municipales.
Escribió el libro Las Asociaciones Municipales: Nuevos Actores Reconstruyendo el Federalismo en
México.
Ha publicado más de 30 artículos de investigación en revistas académicas y especializadas
nacionales, así como en el “IDS Bulletin”, del Institute of Develpment Studies, de la Universidad de
Sussex, Inglaterra.
En temas internacionales, encabezó el Centro para la Profesionalización de los Gobiernos Locales de
América Latina (PROLOCAL), proyecto en México de la Agencia de Cooperación Internacional de la
Asociación de Municipios de los Países Bajos (VNG-International), entre 2008 y 2009.
